Through our Monitoring, Research, Documentation & Information Program (MRDIP) we work with other NGOs to monitor human rights, research issues of concern, document our findings and provide information to Cambodians and other interested stakeholders on the human rights situation in Cambodia. We aim to encourage a more sophisticated and collaborative approach by civil society in Cambodia. We implement the MRDIP through four Projects.
Human Rights Hotline
As part of our monitoring efforts, we operate a 24-hour telephone hotline (017 50 50 50) which Cambodians can call to inform us about human rights violations. These calls are logged and we either assist the caller by investigating the complaint or by referring the case to a more suitable NGO. We continue to update and disseminate an Investigation Directory of NGOs and their specialisms for this purpose.
Database
We operate a user-friendly electronic Human Rights Database which has been developed by Human Rights Documentation and Information System International (HURIDOCS) and which we have localized for use in Cambodia. The Human Rights Database enables the electronic documentation of human rights violations including information on the type of violation, on geographical location, and on the perpetrator(s) and victim(s). The data can then be searched and sorted according to these and other information categories, and by words included in the logged data. Information on specific violations can be updated, with new information added including scans of relevant documents, photographs, and videos.
We distribute the database technology to other NGOs, train them on its use and provide ongoing technical support. These NGOs are able to document and investigate human rights violations, or refer these to others participating in the Project. The CCHR does not attempt to control the data – this is jointly owned by all stakeholders. Our aim is to enable more widespread and sophisticated documentation of human rights violations in Cambodia on which to base more effective advocacy.
The database is now available for any organizations or individuals who wish to use it for their documentation of human rights violations. IT IS FREE OF CHARGE. The database, relevant software, and installation and user manual are available for download.

We publish a popular monthly Human Right Alert which includes detailed analysis and is designed to raise awareness about human rights developments.
Human Rights Portal
We are developing a new website www.sithi.org for joint use by all interested stakeholders. We aim to make www.sithi.org the best online resource for information on democracy and human rights in Cambodia. www.sithi.org will also be used for hosting the Human Rights Database, publishing a Map of Human Rights Violations in Cambodia to innovatively display data, and for enabling online collaboration on joint reports and information dissemination. By its nature, we hope that the website will evolve as more stakeholders take joint ownership.
