The introduction of the Law on Peaceful Demonstration in 2009 instigated fears that the establishment of “Freedom Parks” – designated spaces for holding peaceful assemblies – would lead to demonstrations being largely restricted to such locations. Not only has this fear been borne out in the years since, but the designated space – of which there is still only one - has also been re-located to a remote area of Phnom Penh, with use of the space increasingly denied arbitrarily, further undermining the rights to peaceful assembly and expression.
